This isn’t specific to LR, but I thought the community might know this. Many videos on Youtube have auto-generated subtitles, but not CCTV. Why is this? Is there some policy they have against Chinese-sponsored media?

Not 100% sure, but when the CCTV people uploaded their videos on Youtube, they might not have selected the language of their videos.
Uploaders have to specify that manually usually—unless they set it as the default language across all their videos, but they also have to set that up manually on their end as well. So you might have to message the channel and see if they would do that.
