I don’t know how to do export an Anki Deck that has no changed in saved vocabulary. I wasn’t able to confirm the download link and no it is preventing me from downloading. Any suggestions?

Can you try toggling-off the “Only new items, since last export” and try exporting again?
P. S.“Only new items, since last export” seems to have been created to allow users to avoid exporting items they already exported since the last time they exported them, so they don’t have duplicate items in their Anki decks.
The message in the corner seems to be telling you that since you have “no new” saved items you have “no new items to export since…”
