This issue in 100% reproducible for me.
I don’t speak well english so excuse me If i don’t express myself correctly.
I have same sort of problem, the language reactor products a lot of bugs, furthermore it seems that a lot a problem started a few day after I installed another extension called fluentai that I use for disney+ but I am not sure.
So, even I hover a word using the fluentai extension I see a tooltip about language reactor like you can see in the picture below lol.
